Secretaries SC1 / SC2

The European Personnel Selection Office (EPSO) is organising an open competition, based on tests, to draw up reserve lists from which the institutions of the European Union may recruit new members of the civil service as ‘ secretaries ’ (function group AST-SC).

In general, secretaries provide support to one or several people, departments or units within the institution, often using IT tools such as word-processing, electronic mailboxes, spreadsheets and databases. A thorough knowledge of these IT tools is therefore required.

The duties performed as a secretary may include:

- preparing files,
- supporting the organisation and coordination of the department’s activities (meetings, official travel, diary), answering calls, taking messages,
- managing documents and requests for action (receipt, processing, follow-up, and filing of documents, reports and correspondence),
- preparing, processing, finalising, and checking documents and tables (editing, formatting),
- finding, compiling and disseminating information (updating databases, files).

Contract staff (CAST) are recruited to do manual or administrative support–service tasks or to provide additional capacity in specialised fields where insufficient officials with the required skills are available. Contract agents positions are available for a wide range of jobs, which require different levels of qualifications. As a result, contract agents are split up into four function groups according to the types of duty performed and covering very specific job specifications.

The European Union institutions recruit highly qualified lawyers, who must be able to revise European Union legal texts in the language of the competition from at least two other languages and to provide advice on legislative drafting in order to ensure the quality of drafting of European Union legal acts. The work of a lawyer-linguist involves the use of standard IT and other office-technology tools.

The lawyer-linguists follow legislative procedures throughout the process and act as advisers, checking the quality of drafting and compliance with the formal rules on the presentation of legislative texts. Furthermore, they check the legal and linguistic consistency of legislative texts (already translated and revised) in the language of the competition with other language versions of the texts. The nature of their duties means that there is frequent contact with the various participants in the legislative procedure.

The auditors of the EU institutions undertake a variety of audits depending on the institution and service to which they are attached and these may be external, internal and ex-post control audit. The types of audits conducted may include financial, performance and compliance ones, or a combination of these. In particular, auditors provide assurance to the management of the organisation by undertaking audits in a broad range of EU policy areas examining compliance with laws and regulations and value for money.

They assess how well risks are being managed, the organisation is being governed and internal processes are working. The scope and nature of audits can vary significantly and cover various administrative and operational processes. They also provide assurance and advisory services in all operational fields of the EU and as such may be required to operate in various EU Member States and third countries during their career. Auditors also provide consulting services, advising management on how to improve management and control systems and processes.
